The man who recently touted himself as “One of Kitsap’s most wanted” during a brazen daylight motor vehicle theft incident last week in Navy Yard City, was apprehended early this morning during a tactical team employment.
Scott Anthony Loun, age 39, of Bremerton, was taken into custody at 4:40 a.m. on residential property in the 16000 block of Olympic View Road NW, in Central Kitsap west of Silverdale.
Kitsap County Sheriff’s detectives received information yesterday concerning Loun’s whereabouts, provided by Crime Stoppers of Puget Sound following the broadcast of “Washington’s Most Wanted,” produced and broadcast by KCPQ Fox Q-13 Friday night. This week’s “WMW” segment featured Loun as the lead story.
Utilizing criminal intelligence information detectives confirmed the probability of Loun’s presence at the address and obtained a search warrant for the property.
Arriving on-scene just after 1 a.m., sheriff’s patrol deputies, detectives and the sheriff’s SWAT team deployed tactically to contain the property and its buildings. In response to verbal directions announced via a loud hailer, two men emerged from the house. They were briefly detained, interviewed and released. The men confirmed the presence of a man and woman in the residence and that Loun was inside a large garage in close proximity to the house.
Tactical entry was made into the house where the female was located downstairs and a 56 year-old man was “asleep” in a bedroom upstairs. The woman was detained briefly, interviewed and released. The man was taken into custody and booked into Kitsap County Jail on an outstanding warrant of arrest for assault, 4th degree and for Violation of the Uniform Controlled Substance Act: possession of methamphetamine.
Total bail: $25,000.
Attempted contact with Loun inside the garage was continued for the more than three hours, without any manner of positive response. It was unknown if Loun possessed any weapons, but with his past history of firearms use it was anticipated that he probably was armed. It also was unknown if there was anyone else in the garage with him.
With a variety of assets and tools available the SWAT team deployed less lethal devices as they sought to resolve the situation with minimal risk of property damage or harm to those present.
A remote controlled robotic device, belonging to the Washington State Patrol Inter-Agency Bomb Squad, was inserted into the garage. The robot is modified with the ability to project sound through a speaker and is equipped with video capability.
With the video system tactical operators were able to view the garage interior and noted that a “pull-down” access ladder to the attic above the garage was not folded and closed as designed. Additional information indicated that Loun had secreted himself in the attic.
Attempts at establishing communications with Loun did not progress quickly. Eventually the suspect responded to verbal instructions with a litany of profanities interlaced with other forms of verbal abuse, but operators then knew that they had his attention.
The outcome finally ended as hoped: Loun agreed to voluntarily surrender, descended from the attic, walked outside and was taken into custody. Other than the temporary effect that Loun experienced from some of the less lethal device employment there were no injuries.
In clearing the garage, sheriff’s deputies located a 1998 Mercedes 2-door car that had been reported stolen by Port Orchard police on April 8. The vehicle was impounded for eventual return to its owner.
Loun was subsequently booked into jail on outstanding warrants of arrest for:
Assault, 1st degree (deadly weapon)
Unlawful possession of a firearm
Violation of the Uniform Controlled Substance Act: possession of methamphetamine
Total bail: $250,000.
Additional charges against Loun are pending that are related to a March 29 incident in North Kitsap involving an assault with a firearm, and the April 7 motor vehicle theft incident in Navy Yard City. Other charges pertaining to the circumstances involving his arrest also are possible.

When a woman tried to stop our top fugitive from stealing her truck, deputies say he yelled out, “I’m Kitsap’s most wanted. I have a gun and I’m not afraid to use it!”
I think he’s selling himself short — he already had a warrant for assault with a deadly weapon before his latest stunt — easily making him one of Washington’s Most Wanted.
Deputies say when Scott Loun first walked into the ‘Highway 420’ pot shop in Bremerton it looked like he was just there to shop. He even showed the clerk his ID. He’s seen on the store’s surveillance camera getting a sample of weed, shaking it around and sniffing it before walking over behind the two victims he’s targeting. “He’s just acting very nonchalant,” says Kitsap County Dep. Chief Scott Wilson. But then he sees a set of truck keys the women had placed on the counter while they were shopping – and takes them. “He’s scoping it out,” says Dep. Chief Wilson as he watches the video. “He’s deciding how he’s gonna steal them and makes sure the two are distracted enough and then takes the keys. She realizes what’s going on, she tries to stop him and he pushes her off.”
They all spill outside including the store employees trying to keep him from stealing the truck. “But he manages to push everybody away, go over to the passenger side, slide across the seat and drive the truck away,” says Dep. Chief Wilson.
The Chevy he stole was found an hour later abandoned by a house. Police dogs tracked him to a huge cedar tree and firefighters used a ladder struck to search it but only found his shirt.
Dep. Chief Wilson adds, “We want him. Mr. Loun is not unknown to law enforcement and we have several reasons to want to make contact with him.
