WSP task force takes fight to child porn perps, arrests one of state’s worst accused internet predators

LAKE STEVENS — When it comes to catching child porn perpetrators the Washington State Patrol Missing and Exploited Children`s Task Force is on the front line of the fight.

I was with the task force when it took down one of the state’s worst accused internet predators — arresting Ronald Bethel, 65, of Lake Stevens on April 2nd after officers say they found evidence of child porn linked to him. “Today we were doing an investigation on someone who was downloading and possibly sharing sexually explicit images of child porn,” explains Det. Sgt. Carlos Rodriguez. “There were approximately, nearing 200 images he had available to share. We were able to download some images while there, verify that they were sexually explicit in nature and then went ahead and got a search warrant.”

Detectives say Bethel, the owner of ‘Affordable Appliance Repair’, traded child porn with undercover officers.

He has no criminal record prior to his arrest but that’s no surprise to Det. Sgt. Rodriguez. “A lot of times in these cases we have people who are not registered as sex offenders, they do not have prior criminal history, they can just be the person next door and that seems to be the case with this gentlemen.”

This case is just one of thousands this specialized task force deals with every year. “We are extremely busy. I say it time and time again we are overwhelmed,” explains Rodriguez.

With a total of three detectives in his unit they have to ration their time. He continues, “I wouldn’t say that one case is more important than the other, so it is really difficult to triage and prioritize but we have to go where we think there is more of a chance of someone being hands on with a child.” And in his experience that’s at least half of the people who download child porn, so that makes Bethel’s arrest all the more important.

Rodriguez says, “We do this because we want to protect kids and we want to get these types of people out of society so they don’t have the opportunity to offend on a child, or if they are offending on a child they cannot do it any longer.”

WMW viewer tips lead to arrest of accused armed car thief who touted himself ‘one of Kitsap’s most wanted’

The man who recently touted himself as “One of Kitsap’s most wanted” during a brazen daylight motor vehicle theft incident last week in Navy Yard City, was apprehended early this morning during a tactical team employment.

Scott Anthony Loun, age 39, of Bremerton, was taken into custody at 4:40 a.m. on residential property in the 16000 block of Olympic View Road NW, in Central Kitsap west of Silverdale.

Kitsap County Sheriff’s detectives received information yesterday concerning Loun’s whereabouts, provided by Crime Stoppers of Puget Sound following the broadcast of “Washington’s Most Wanted,” produced and broadcast by KCPQ Fox Q-13 Friday night.  This week’s “WMW” segment featured Loun as the lead story.

Utilizing criminal intelligence information detectives confirmed the probability of Loun’s presence at the address and obtained a search warrant for the property.

Arriving on-scene just after 1 a.m., sheriff’s patrol deputies, detectives and the sheriff’s SWAT team deployed tactically to contain the property and its buildings.  In response to verbal directions announced via a loud hailer, two men emerged from the house.  They were briefly detained, interviewed and released.  The men confirmed the presence of a man and woman in the residence and that Loun was inside a large garage in close proximity to the house.

Tactical entry was made into the house where the female was located downstairs and a 56 year-old man was “asleep” in a bedroom upstairs.  The woman was detained briefly, interviewed and released.  The man was taken into custody and booked into Kitsap County Jail on an outstanding warrant of arrest for assault, 4th degree and for Violation of the Uniform Controlled Substance Act:  possession of methamphetamine.

Total bail:  $25,000.

Attempted contact with Loun inside the garage was continued for the more than three hours, without any manner of positive response.  It was unknown if Loun possessed any weapons, but with his past history of firearms use it was anticipated that he probably was armed.  It also was unknown if there was anyone else in the garage with him.

With a variety of assets and tools available the SWAT team deployed less lethal devices as they sought to resolve the situation with minimal risk of property damage or harm to those present.

A remote controlled robotic device, belonging to the Washington State Patrol Inter-Agency Bomb Squad, was inserted into the garage.  The robot is modified with the ability to project sound through a speaker and is equipped with video capability.

With the video system tactical operators were able to view the garage interior and noted that a “pull-down” access ladder to the attic above the garage was not folded and closed as designed.  Additional information indicated that Loun had secreted himself in the attic.

Attempts at establishing communications with Loun did not progress quickly.  Eventually the suspect responded to verbal instructions with a litany of profanities interlaced with other forms of verbal abuse, but operators then knew that they had his attention.

The outcome finally ended as hoped:  Loun agreed to voluntarily surrender, descended from the attic, walked outside and was taken into custody.  Other than the temporary effect that Loun experienced from some of the less lethal device employment there were no injuries.

In clearing the garage, sheriff’s deputies located a 1998 Mercedes 2-door car that had been reported stolen by Port Orchard police on April 8.  The vehicle was impounded for eventual return to its owner.

Loun was subsequently booked into jail on outstanding warrants of arrest for:

Assault, 1st degree (deadly weapon)

Unlawful possession of a firearm

Violation of the Uniform Controlled Substance Act:  possession of methamphetamine

Total bail:  $250,000.

Additional charges against Loun are pending that are related to a March 29 incident in North Kitsap involving an assault with a firearm, and the April 7 motor vehicle theft incident in Navy Yard City.  Other charges pertaining to the circumstances involving his arrest also are possible.

When a woman tried to stop our top fugitive from stealing her truck, deputies say he yelled out, “I’m Kitsap’s most wanted. I have a gun and I’m not afraid to use it!”

I think he’s selling himself short — he already had a warrant for assault with a deadly weapon before his latest stunt — easily making him one of Washington’s Most Wanted.

Deputies say when Scott Loun first walked into the ‘Highway 420’ pot shop in Bremerton it looked like he was just there to shop. He even showed the clerk his ID. He’s seen on the store’s surveillance camera getting a sample of weed, shaking it around and sniffing it before walking over behind the two victims he’s targeting. “He’s just acting very nonchalant,” says Kitsap County Dep. Chief Scott Wilson. But then he sees a set of truck keys the women had placed on the counter while they were shopping – and takes them. “He’s scoping it out,” says Dep. Chief Wilson as he watches the video. “He’s deciding how he’s gonna steal them and makes sure the two are distracted enough and then takes the keys. She realizes what’s going on, she tries to stop him and he pushes her off.”

They all spill outside including the store employees trying to keep him from stealing the truck. “But he manages to push everybody away, go over to the passenger side, slide across the seat and drive the truck away,” says Dep. Chief Wilson.

The Chevy he stole was found an hour later abandoned by a house. Police dogs tracked him to a huge cedar tree and firefighters used a ladder struck to search it but only found his shirt.

Dep. Chief Wilson adds, “We want him. Mr. Loun is not unknown to law enforcement and we have several reasons to want to make contact with him.

Tacoma police arrest accused domestic violence offender, ‘High-Violent Offender’ missing in Chelan County

Tacoma police arrested Rigoberto Licea-Reyna on Saturday and booked him into the Pierce County Jail on two domestic violence charges — one for Assault 2 and another for Criminal Assault — and for the Department of Corrections warrant he was featured on WMW for.

A ‘High-Violent Offender’ convicted of assault on a law enforcement officer is missing in Chelan County.

That’s just one of the crimes Rigoberto Licea-Reyna is breaking probation on by not checking in like he’s supposed to. He’s also being supervised by the Department of Corrections for a meth bust.

He’s a dangerous gang member with several assaults and domestic violence crimes on his record as well as drugs, burglary and resisting arrest.

WMW viewer tips help lead to arrests of accused Redmond fraud fugitives; Snohomish County detectives identify 3rd suspect

Convicted felons Jumanee Jones and Amy Manus were both arrested last month by Tulalip Tribal Police thanks to Crime Stoppers tips sent to Snohomish County detectives.

Jones is still in the Snohomish County Jail but Manus has bonded out.

They are accused of being part of a fraud ring accused of stealing checks from a condo’s business office, then cashing them at several Safeway stores. A 3rd woman seen on surveillance video has now been identified.

FUGITIVES WANTED IN SNOHOMISH COUNTY and REDMOND —
Detectives in Snohomish County and Redmond need your help taking down a fraud ring accused of stealing checks from a condo’s business office, then cashing them at several Safeway stores.

Detectives think it started when convicted felons, Jumanee Jones and Amy Manus, broke into the 55-and-over condo complex through its secure parking garage. Detectives say they got into the office and broke into a locked cabinet where the checks were stored.

They’re both wanted in Redmond where other items they’re accused of stealing from the condo complex were found in a Manus’ car.

Police didn’t find the checks though, because detectives say they handed them off to an unidentified woman who went on a shopping spree at several Safeway and Fred Meyer stores — racking-up thousands of dollars’ worth of groceries and goods.

Cops are hoping you know her name.

She wore a red long-sleeved shirt with a white logo or lettering across the chest in one of the stores, a white winter jacket in another, and a black sweatshirt with the Nike swoosh logo in a third store.

Jumanee Jones is a six-time felon who’s been arrested more than 60 times.

Amy Manus is a two-time felon who’s been busted for burglary and identity theft before.

Pasco police arrested Miguel Paniagua on Wednesday morning.

FUGITIVE WANTED IN PASCO April 7, 2015 —
Miguel Paniagua is wanted for questioning in a Vehicular Homicide in Pasco on Sylvester St. last Thursday.

Police say Paniagua was fleeing from an officer who was trying to stop him for an illegal lane change. The officer stopped the pursuit but Paniagua’s truck slammed into the passenger side of a car driven by a Kennewick father. Paniagua is accused of running form the crash.

He’s also wanted for six Franklin County felony warrants for Failure to Appear. Original charges include Assault 2nd, Harassment, and Possession of a gun.

He is 23 years old, 5’4″ and weighs 130 lbs.

He has tattoos at the base of his neck.

Convicted child rapist, Timothy Robles, is missing in King County.

He admitted to doing horrible things to two little girls when he was 16 years old.

The girls were just two and four years old.

Robles has gone missing in Pierce County before.

He’s been busted for drugs and a hit and run.

He has tribal tattoos on his left arm, and a scar on his right hand.

Renton police arrest convicted felon accused of breaking into home, attacking elderly couple

CAPTURE UPDATE —
Renton police say evidence collected by a Washington State Patrol Crime Scene Response Team led Renton detectives to a 49 year old convicted felon from Spokane.

Detectives interviewed and arrested the suspect on Tuesday.

He was booked into the Spokane County Jail pending transfer back to King County.

SUSPECT WANTED IN RENTON January 29, 2015 —
Police are looking for a man who broke into a home and brutally attacked an elderly couple.

Officers received calls around 9 p.m. Saturday from a 74-year-old  woman saying she had been attacked at her Renton home in the 4000 block of Wells Avenue North by an unknown man. Police responded to the scene and found her and her husband, 86, inside, bleeding from serious injuries.

The couple were taken to Harborview Medical Center and are in stable condition.

According to Renton Police, the couple’s residence was ransacked, with drawers pulled open and items scattered around the house.  Police said the suspect was a 35-45 year old Hispanic male, with no facial hair and grayish hair. He had very short hair on the sides of his head, and was wearing grey sweatpants and a matching grey sweatshirt.

Police are trying to identify a suspect in this violent crime, who was observed in the area prior to the assault and robbery.

A sketch of the suspect was released Thursday.

Tacoma police say Washington’s Most Wanted viewer tips called into Crime Stoppers led to the arrest of Kylen Wilken-Johnston in Avondale, Arizona on Thursday.

Avondale police made the arrest and booked him into the Maricopa County Jail after Tacoma detectives worked with the Pierce County Prosecutors Office to get his warrant amended to allow for nationwide extradition.

FUGITIVE WANTED IN TACOMA March 18, 2015 —
A Tacoma woman went out with her friends one night last July.

When she came home, officers say her boyfriend, Kylen Wilken-Johnston, walked into her room and threatened to kill her. She told officers she begged him to stop as he choked her until she passed out.  Police say she told them she ‘felt her brain was going to explode and her eyes were going to pop out of their sockets.’  She doesn’t know how long she was unconscious but he was gone when she came to. The Tacoma Police officer who interviewed her the next day says, ‘her eyes were completely red with no white portions visible, the center of her eye appeared distorted, and both of her eyes were black and brown.” She was also in a lot of pain and having trouble breathing.

kylen eyes,jpgTurns out, Wilken-Johnston already had a felony conviction for Domestic Violence Assault in the 3rd degree.

Now, Pierce County Prosecutor Mark Lindquist has charged him with Domestic Violence Assault in the 2nd degree and Domestic Violence Felony Harassment.

His victim says he continues to try to contact her despite a restraining order and he’s not showing up for his scheduled court dates. “He’s aware of the warrants and he continues to threaten and harass his now ex-girlfriend,” says Tacoma police Ofc. Loretta Cool. “She’s obviously concerned for her own safety and the safety of her children.”

Kylen Wilken-Johnston is 37 years old.

He’s supported himself in the past by working as a bartender in Fife.

“Our office appreciates the assistance from Crime Stoppers and Washington’s Most Wanted,” said Prosecutor Mark Lindquist. “As a community, we want this defendant in custody.”

The Violent Crimes Task Force in Yakima is on the hunt for a missing high-violent offender they think could be hiding in the Yakima County area.

Dangerous gang member Abraham Castillo, a-k-a “Snoop,” is breaking probation in King County.

Authorities believe Castillo may be hiding out in Yakima County where he has family.

He is being supervised by the state for making and selling drugs, and has a huge criminal history that includes domestic violence, theft and kidnapping.

WMW 500th Capture, convicted rapist sentenced to 25 years in prison

Convicted rapist Harvey Johnson was sentenced to 25 years in prison on Thursday.

SENTENCING UPDATE February 24, 2015 —
Convicted sex offender Harvey Johnson pleaded guilty to a Tacoma rape in the middle of his trial in Pierce County on Tuesday.

The 50-year-old was charged grabbing a woman from a bus stop at South 74th and Cedar Street in Tacoma on Aug 1, 2013, dragging her into the woods, and raping her.

He pleaded guilty to five counts of rape 3.

Johnson was caught in SeaTac by King County Detectives and the U.S. Marshals Pacific Northwest Fugitive Apprehension Task Force in March of 2014 after being featured on Washington’s Most Wanted for failing to register as a sex offender.

Johnson was convicted in 1997 for child rape, where he grabbed a girl off her bike and raped her.

He was the 500th fugitive captured since the show started in November, 2008.

“The message here is that in this day and age, with DNA and Washington’s Most Wanted, you’re not going to get away with rape,” said Pierce County Prosecutor Mark Lindquist.

johnson in court 2TACOMA — The arrest of convicted sex offender and accused Tacoma rapist, Harvey Johnson, marked our milestone 500th capture.

Johnson entered a ‘not guilty’ plea in court Thursday, before a judge ordered him held in jail with no bail.

Johnson wore a neck brace after falling off the top bunk in jail hours after his arrest in March. He went through major surgery and spent several weeks in the hospital.

Johnson was was convicted in 1997 for child rape, where he grabbed a girl off her bike and raped her.

Now, he’s accused of another stranger rape, spotting the victim at a bus stop, grabbing her, dragging her into the woods, and raping her. “This is the defendant’s ‘3rd strike’,” said Pierce County Prosecutor Mark Lindquist. “He’s being held on ‘no bail’, and we’re looking to send him to prison for the rest of his life. The message here, is that in this day and age, with DNA and Washington’s Most Wanted, you’re not going to get away with rape.”

Johnson was caught on March 6 in Seatac by King County detectives and the U.S. Marshals Pacific Northwest Apprehension Task Force.

His arrest came less than a week after he was featured on Washington’s Most Wanted as the top fugitive for failing to register as a sex offender.

Tips lead to capture of prolific mail, identity thieves in King County

Everett Police and U.S. Postal Inspectors arrested accused prolific mail thieves Letreesha Gaona and Vadim Parygin Friday night thanks to tips from concerned citizens. They were wanted on federal warrants and by King County Sheriff’s Detectives for multiple cases of fraud and identify theft.

Melissa Camp’s sense of trust has been stolen. ‘It`s turned my life upside down, it makes me extremely fearful. It started when I didn`t get my paycheck in October and thankfully I immediately contacted my employer and we stopped payment on the check.”

Detectives say Letreesha Gaona tried to cash it at a bank and even had Melissa’s Social Security number. “I still don`t know how they got all my other information,” Melissa says.

King County Sgt. Stan Seo says Gaona is working with Vadim Parygin. “Essentially they’ve been stealing mail, taking mail, either stealing personal information or other types of credit cards and other cash-active devices in order to forge and conduct all these crimes that are hitting people.

So far, investigators say they’ve traced well over $100,000 in fraud to them.

Sgt. Seo says, “Looking at Gaona’s booking photo then looking at her Department of Licensing photo in comparison, obviously she’s more than likely abusing some type of drug and using the mail thefts and the identity thefts and the cashing of the checks and the stealing of identities in order to support those habits.”

The pair of prolific identity thieves are ruining people’s credit and stealing their money. ‘It just shows you how slick and affective these folks are at what they`re doing,’ says Sgt. Seo.

Detectives believe they could have hundreds, if not thousands of victims just like Melissa camp. “These people need to be stopped and if there`s anything I can do to help that then I will do that,” she says.

Sgt. Seo adds, “It`s cases like this where we and the public can really make a difference by helping us put these two criminals behind bars, career criminals if you will.”

Both have felony warrants for their arrest.

King County detectives believe they are likely motel hopping in the south Federal Way or Tukwila area or along Highway 99 in Shoreline or Lynnwood.

Lynnwood police arrested Mathew Wood hiding in his mother’s residence on Saturday.

Officers say he was upset he’d been featured on Washington’s Most Wanted and acknowledged that being on the show had kept him pressured to hide.

The Snohomish County Violent Offender Task Force is on the hunt for missing felon, Mathew Wood.

He’s breaking probation in Snohomish County on a drug bust. He’s also been convicted of vehicular assault and the task force says he’s a ‘person of interest’ in a burglary investigation.

Deputies say he’s a heroin user who hangs out in Everett, Lynnwood and Mukilteo and they think he’s bouncing from place to place along Highway 99 right now.

FUGITIVE CAPTURED April 22, 2015 —
Marysville Police say they got some good information from the Snohomish County Auto Theft Task Force that led them to Eric Hamman.

He was spotted coming out of the Petco store in Marysville with an armload full of stolen dog toys. Officers took him into custody.

He was wanted by Lynnwood Police for allegedly stealing a diamond ring from The Jewelry Source in Lynnwood and was identified thanks to tips from Washington’s Most Wanted viewers.

He is WMW Capture #614.

FUGITIVE WANTED IN LYNNWOOD April 19, 2015 —
Lynnwood police say the robber who stole a diamond ring from The Jewelry Source on 44th Ave West is a convicted felon, and now they’re asking for help finding him.

Detectives in the Special Operations Section say Washington’s Most Wanted viewers identified him as Eric Hamman from a surveillance photo.

He has two warrants for his arrest. Hamman has convictions for trafficking in stolen property, home burglary and illegally have a gun.

Sgt. James Maples with the North Snohomish County Property Crimes Unit says Washington’s Most Wanted viewer tips led to the arrest of Urie Lambert in Arlington on Friday.

Arlington police took him into custody and the North Snohomish County Property Crimes Unit booked him into the Snohomish County Jail.

FUGITIVE WANTED IN LAKE STEVENS April 17, 2015 —
If you need some home improvement help — be sure it isn’t convicted crook Urie Lambert you hire.

“I’m looking for him because he’s defrauded a nice lady in Lake Stevens,” says Lake Stevens Det. Frankie Nelson. “He touted himself as a contractor and promised services of carpentry and remodeling her home and didn’t follow through with much of any of the work and he, in fact, stole property from her including jewelry and some other high dollar items, small electronics and stuff and pawned those items. I don’t want to see any more people victimized by his fraudulent behavior. He’s a master manipulator.”

Detectives say he calls his fake company a few different names including ‘B & B Contracting’ or ‘B & B Construction.’

The crime he’s accused of has him wanted for theft and trafficking stolen property.

He’s been convicted of theft, making a false or misleading statement to a public servant and harassment.

Detectives say he’s from Arlington and think he’s still hiding in that area.

The U.S. Marshals Service in Eastern Washington says Floyd Best was arrested in Utah on Sunday.

Convicted felon, Floyd Best, has a federal drug warrant from the D.E.A. for selling meth.

U.S. Marshals say he’s used the fake names “Michael France” and “Dan France” on stolen ID cards before.

He’s been busted for being a felon with a gun, burglary and several drug crimes.

He’s from Moses lake, was last known to be in Oregon and has ties to Montana.

Marshals say he could be driving a gold/silver-colored 1990’s Honda Accord.

He may have a black Chihuahua dog with him.

The Spokane County Sheriff’s Office says Kathrun Barclay was arrested during a suspicious vehicle stop and booked into the Spokane County Jail on Saturday.

FUGITIVES WANTED IN SPOKANE COUNTY  —
Spokane County detectives need your help catching an accused criminal couple.

They say Andre Griffen and Kathrun Barclay cashed checks that were swiped from burglaries and car prowls.

Detectives say the surveillance photos below show them at one of the three Umpqua Banks in Spokane County where they used the stolen checks.

GRIFFEN 2Both have warrants for identity theft. She’s also wanted for drugs. He’s also accused of domestic violence assault where she’s the victim.

Griffen is 6’0” and weighs 265 pounds — nearly 100 more than Kathrun Barclay’s 185 pound, 5’6” frame.

Tacoma suspect wanted for murder arrested in California

FUGITIVE CAPTURED April 30, 2015 —
David Turner was arrested in California on Thursday.

FUGITIVE WANTED IN TACOMA April 29, 2015 —
Tacoma Police are asking for the public’s help finding a murder suspect who goes by the nickname “Beastie.”

Detectives say David “Beastie” Turner and three other men, including Thomas Potts, got into an argument with Larnell Griffin in the early morning hours of April 15. Police say they went to Griffin’s apartment in the 4000 block of S. Lawrence Street.

“They forced their way in and a shot was fired, killing the victim,” said Tacoma police officer Loretta Cool.

Griffin was shot during a struggle for the gun.

Potts has already been arrested but Turner is on the run and considered armed and dangerous.

Pierce County prosecutor Mark Lindquist has charged Turner with second-degree murder.

“This defendant was not the trigger man, but he was an accomplice and, under Washington state law, in for a penny, in for a pound,” said Lindquist.

Turner has an extensive violent criminal history, including robbery, assault, and unlawful possession of a firearm.

“Just the fact that he would use physical force in a confrontation with four people ganging up on one leads us to believe he has a violent propensity and we would like him captured as quickly as possible,” Cool said.

Turner is white, 35 years old, 5’7” tall, 180 pounds, with brown hair and brown eyes.  He has the letters “B.S.V.” tattooed on his right forearm.
